Just an idea but could the nubs be a sign of the quarry process? Because if you leave a few nubs sticking towards the stone your trying to carve out, you can have the stone rest on them and keep the stone from getting damaged when it breaks off of the quarry.

In this example the nubs will act as a sacrificial crumple zone as to avoid damage on either the block being quarried or the quarry itself, as I'm assuming they wanted very prices tolerances on the blocks.

Edit: This method will also prevent workers and equipment from getting crushed assuming their not using explosives for quarrying, and make it easier to get something underneath the stone for transport.

Edit 2: I just skimmed over Ancient History Criticisms's 6 video "nubs around the world" playlist and can confirm that to be best of my knowledge there have been no nubs found inside or out of any advance ancient caves, just on blocks or other quarried artifacts. This indicates that the nubs played no structural or decorative function of the construction, but instead part of the construction process itself. And since they can sometimes be seen at rather awkward places for transporting or manipulating the blocks, I'm betting on them being part of the quarrying process instead, especially since we can find nubs on the quarries themselves.

38:03 might be the natural layering of sediments that became the rock, and a certain kind of sediment layer didn't erodera like the surrounding ones, making that line or edge going around the stone.
Edit: but a lot of these sites deserve more questions!

Your work is fascinating. Have the tools used to perform this stonework been unearthed anywhere. What a museum these ancient tools would make!

For the love of God man, send Phil a new microphone or a viewer i'm sure will gladly donate one. Get him some headphones too since that sound is the mic picking up sound from the speakers, which then creates a feedback loop.

Welcome back! I was wondering about the long silence. I couldn't make out the name of the 1st Chinese site with the "Greco-Romano" carved stonework. The carving is very Chinese, but of a particular period. I can't tell you off hand. I am no architect or art historian! The 2nd Chinese site called the "Chosun Observatory" in the "Baedalguk Ruins" - this is really in Inner Mongolia but the given names are Korean-sounding to me! Could be one of those sites which was once under the Koreans, then taken over by the Mongols & now taken over by the Chinese! The Chinese may be clueless as to the structure's origins as it was inherited through conquest.
