It’s a mini potato cannon. I love it! I use starting fluid or propane in my cannon with a barrel set to the diameter of a tennis ball…..we launch them and they are never to be seen again….lol

Yes it's very common here in the Philippines it is used for hunting birds or salamaders we usually use 3-4 metal cans inside the cynlinder
