The problem with EED is you can't monitor the outcomes, it will become a box ticking exercise. The state needs to reintroduce training colleges i.e. teachers, nurses, agri, police, and expand and support artisan programmes using skilled private sector workers as tutors. The private sector can cofund and co-manage them, (instead of useless SETA) and in return gets qualified people back into the job market.
