I remembered I have used my Navy to attack three cities and it was probably one of the biggest navy I had. I have 19 Corvettes, 3 destroyers, 11 cruisers, and 2 attack submarines and one elite Naval Officer.
The Corvettes, Cruisers, and Destroyers are at max level while the Attack Submarines and Naval Officer are both level 3.
