If you pay attention to Bettman's comment, he does say that players and coaches don't tank, which would be absolutely true. GM's make moves to possibly increase their chances or try out new faces, but players and coaches aren't motivated to lose to get better draft picks.

Players don't want to tank. Coaches don't want to tank. If anyone wants to tank, it's the General Managers who analyze where their team is at in the standings and have to make the tough decision of whether to push for the playoffs or push for the first overall pick in the next entry draft. So to answer the question, I personally don't think teams tank, but certain situations can force a GM into trading players and good prospects away for draft picks, especially if that GM's team is coming close to the end of a dynasty or going from a Cup favourite to entering a rebuild.

Oh yeah, IMHO, teams definitely look for the draft advantage when things aren't going well--do teams purposely tank ? YES, I believe they do, thinking you have to lose to win sometimes.
