Adar really was the best choice to “lead” the orcs. He just wanted them to have a home. Granted, he destroyed the Southlands to get that land, but the deed was done and they got the land they needed. His issue was spending the orcs lives to take Sauron down at any cost. His followers went from loving him to hating him for treating them as disposable assets. The difference was that Adar knew what Sauron had planned, and knew the orcs would be enslaved. But they only saw what was happening in the now. They didn’t understand that Sauron didn’t love them, not the way Adar did.
