To me "petite" usually means it's made for shorter people. I know when I buy jeans I try to get plus size petite because they fit and the legs aren't too long! I hate it when I buy plus size jeans and they are too long because people assume larger sizes are for taller people. So glad petite plus size is a thing.

Petite is for 5'4" and under, with more narrow shoulders and shorter sleeve length, torso length, and leg/inseam length. Petite sizing does tend to run a bit smaller in general, so a petite medium will be a little smaller than a standard medium. I'm 5'3" with a short torso and longer legs so wear petite tops but regular length pants, usually. You can be plus sized and still have petite proportions. Petite doesn't equate to waist size.

Petite means as far as I've noticed ...height below 5'4. So pants legs might still be a little long but will be better then reg.

Petite clothing is for anyone 5’4” under. It has nothing to do with weight, how well endowed you are etc. they just make everything shorter so dresses so where they should necklines sit pretty waist lines are at their waist etc.
