There seems to be some confusion, and a lot of made up BS. Here are some facts.

The Cannes Film Festival does not allow non-presenters and/or non-jury members to stop for pictures. In fact, their entrances are handled separately.

There is no stopping for pictures and 'having a moment' as many here seem to think. Attendees are specifically notified of these rules as they are also extremely well understood and been around for years. (No one involved is confused, some are just lying.)

The film festival has noted this practice, many times, as this is hardly the first time this has happened. It's actually a bit of a cliche at Cannes, it's just that neophytes are unaware: every year at Cannes there are a handful of attendees that behave like this, and the particularly loud and obnoxious individuals are barred, regardless if an invitee gives them a ticket.

This is literally a cliche in the movie business and happens every year.

As for the racial issues, this too is utterly made-up. Anyone can watch not only this Cannes, but any of them going back to at least 2016 and watch, I mean literally watch every_single_entrance_ever to see what she says is utterly false. Rowland's claim is a lie, and the video evidence proves that beyond any doubt.

This is hardly the first time this has happened, and it won't be the last.

It's always the same thing, every time without fail: a woman, who is not a presenter or jury member, just an audience member who was given a ticket by someone who was invited, says they're going to do what they want that the rules don't apply to them and want to have some big moment.
In the industry they sometimes called 'diva bans' because it's such a cliche.
