the first one was actually a mystery its not that she drowned in the tank, theres a theory where something killed her and dumped her in the water tank. How people found out is that the water system for the sink suddenly tasted bad or looked dirty and everyone in the hotel complained. so the building management take a look at the water tank and saw her in it.
