S-125 is not "also known as a Neptun".
S-125 tested there is the soviet close to medium range ani-air missile modified by ukrainian engineers to be also able to hit targets above water level.
"Neptun" was designed as CRUISE missile from the beginning and based on soviet CRUISE missile, but developed in Ukraine.

What is shown in the video is not a cruise missile but the old S-125 Neva air defence system, of Soviet origin, introduced during the 60s (perhaps somewhat upgraded since). The footage is probably showing just regular air defence drills which are normally conducted near the sea for safety reasons (so that the missile doesn't fall on a building if its self-destruct fuse fails). You couldn't make a cruise missile out of it anyhow as they have the maximum range of merely 24 kms (perhaps a few more if fired against ground targets on a ballistic trajectory). The system gained fame when it shot down an F-117 and damaged another, and also shot down the F-16 of the future USAF commander David Goldfein, all in FR Yugoslavia in 1999.

Has Ukraine considered modifying a passenger jet to be a missile carrier? Lots of small anti personnel or antitank munitions dropped on staging areas behind enemy lines or in rear areas would create a logistic nightmare for enemy operations. The secret would be the installation of a rapid dispenser mounted in the cargo bays.
