Very good move by Karnataka government. Protection of Kannada language is important because it is Indian and not the Persian language Hindi.

Not Only Karnataka Even this rule is there in Maharashtra, MP, Panjab Andhra, Tamil Nadu etc, If you closely observe it is there. Lets other state also do it and let all state have healthy competition.

It's very late. Political parties of local kannadigas failed to uplift kannadigas by higher education and job quotas whereas Dravidian parties succeeded uplifting tamils in their state overthrowing congress party from the throne of Tamilnadu by cn. Annadurai in1966. No national party succeeded in forming a govt there later. Dravidian parties succeeded in winning confidence of the tamils including the brahmins.
