Shanks realized Roger and luffy words are the same thats why shanks give the hat to luffy, and shanks knew that luffy will become the pirate king, because he/they believe that luffy will carry Roger's "Will". Actually, Gold/ Gol D. Roger is the owner of the hat/straw hat then gave it to shanks then gave it to Luffy, shanks said.. the straw hat is very important to him for some reason, its like... Gol D. Roger's "Will" is in the Hat.
