Could PPP helps the City of LYON to “close” its Ring Road?
This video presents the West link project of the ring road of Lyon which is currently under study, and assesses the feasibility of procuring it through a PPP model.
In particular, this video presents risks for such a project in terms of construction, operation, traffic demand, financing, political and social. It proposes a tentative allocation of risks between private and public sector, to minimize these risks and increase project feasibility and bankability.
This quick presentation shows that this project is a good candidate to PPP.

I would argue that Government also takes on financial risk.

If the traffic is lower than projected, i seriously doubt the private sector would take the financial hit.

So either the government subsidises costs or allows the costs to fall on the consumers via high tolls as is presently experienced in Tunnel de Fourviere. Either way, financial burden is on the public.
