The main point about this stage is the Sideways Elevator segments, but I guess I should address the other parts first. There's not a whole lot of it and what's there, you should just bypass with Blast Wind. Although with the Turbo Roaders, you can also Flame Mixer or Homing Sniper them. They die in one hit to those. Except for that one Turbo Roader that's inexplicably invincible.
So for the vertical Sideways Elevator segments, the aim is to use Beat Rescue to fly to the top of the autoscroller as soon as possible. This can be hard to do with all the Dust Man Blocks getting in the way and all the enemies being out to get you. Figuring out a good time to dunk yourself in the pit can be hard to get a hang of too. I think I've gotten around the right spots, but still feels a little off.
Then for the not-autoscroller Sideways Elevator segment. Just Rush Jet it. Way faster. Interesting note, the fire is not death spikes, it's a pit. I would've liked to have just stayed low for most of it just because it's funny to see Mega Man inside fire tiles and not die, but there's a set of Dust Man Blocks that get in the way of that. It's okay. You need to get some extra height to get over the last Bomb Flier anyways.
And finally, there's the Heat Man fight. Hope that you don't accidentally use Rain Flush when he's in the middle of his dash. He seems to be immune to everything while he's doing that. The best solution is to just hug him and make sure his dashes are incredibly short. Past that, just spamming Rain Flush will get him.
This run beats the previous normal record, MystSvin's 2:25. For improvements, my Heat Man fight was not amazing. I took knockback when I should've been using a Rain Flush. Also, I'm certain the times I dunk myself into the pit during the vertical autoscrollers aren't optimal.
