In the game when Henry said its all your fault, he wasn't talking to Joel, he was talking to himself. Because of how it's said it wasn't too clear for people so they probably changed it to "what did I do?!"
And either way it was Henry's fault he sold out someone else's brother, the leader people loved, to save his sick brother in the show. In the game they were part of a random group of stragglers that got caught up with the raiders in that area. There wasn't a Kathleen or her faction in the game, that's for added tension

Everyone is victims in this show. Joel didn't have to lose Sarah. Tess didn't have to die. Riley shouldn't have been killed. There were a lot of things that were out of everyone's circumstance but they all suffered. Some people went on like joel and ellie. Others checked out like henry and bill. Circumstances were different nobody needed to die.
