No public official should be exempt from justice.

African governments themselves referred 6 of the 9 situations in front of the ICC. Two were referred by the Security Council. Only one was started by the Court itself. And the Court is working to bring justice to victims, they are the reason for the Court to exist. If countries don't deliver justice, then the Court must.
