The developers being cheeky here planning dialogue for if you don't get dressed and not trying too hard to direct the player to the one working locker(seen very briefly with a tiny little green light). Like if they wanted the player to find it they could have made that corner of the room more conspicuously lit than the one across from it or even put name tags on the lockers at the entrance to the room(or just forced the player to do it with typical game nonsense). They instead wanted to enable people to miss it and have some fun with that.
