How good were the v 3.1 BUFFS for Rosalina?

This video uses a side by side comparison to analyze the changes made to Rosalina and Luma in v3.1.0 with a brief analysis of how it might affect their gameplay.
The changes are ordered based on how significant I believe they are to Rosalina's core gameplan. Here is the official changelist:
7) Up Special - Increased fast-fall speed after using the move.
6) Down Special - Reduced Luma’s vulnerability.
5) Forward Air Attack - Made it easier to hit multiple times. Reduced vulnerability. Increased the speed of the edge-grab range detection.
4) Grab - Increased speed.
3) Other - Reduced Luma’s stamina. Shortened the time it takes for Luma to reappear after being defeated when there are 1 to 3 opponents.
2) Side Smash Attack - Extended launch distance when Luma is near.
1) Dash Attack - Reduced Luma’s vulnerability.

All I want is a slight up air Power buff and a faster Luma shot. Makeing luma have more health would be nice too since they lowerd it in this patch but if they don't that's fine. I'm just happy Rosa is getting buffed.

Hi Nickleo! I watch your vids since your first montage when you told me on smashboards! Do you think that Rosa might be mid tier after this buffs or she's still low? I feel like she's extremely underrated, we are so few to still play her. Would you like to have some mirrors one of these days?

Idiot me thought up-air had a endlag reduction when I read the up special description... oh well. Hope they buff her more and make Luma not die to everything.
