Local HTML5 Chicken Webcam PWA

Learn how to build and set up a PWA application that uploads WebRTC video photos to a locally hosted server.
Install ADB for wireless remote debugging over a WiFi connection instead of wired USB.
Install PHP for the built-in HTTP web server and to handle uploaded photos.
Bonus workaround to get the WebRTC video preview working on iOS devices.
For my use case, I am using an older Android phone as a webcam to monitor the chicken coop.
