I always thought it was a nice detail that clones under the influence of Order 66 immediately covered their faces with helmets. Though admittedly he does take off said helmet later in the episode, which was a shame.

I think that scream was him actually fighting the programming a bit. He could have just snaps Tech's neck. That would have been the more efficient and compliant option. But he doesn't want to kill him. But orders say he HAS to kill him.
He barely manages to find a compromise by hurling him into the wall which damn well COULD have killed him but wasn't a guarantee. And the effort of fighting the programming is why he roared like that. Once the chip took over he barely made a sound. So this shout seems extra significant.
