Can’t speak for every country, but in the US, since it was, without permission, painted on someone else’s property. It becomes the property of the property owner. And vandalism is still a crime regardless of if it’s “art”.

Interesting, today it’s classified as graffiti back in the 70’s they paid artists to travel around the UK painting the concrete playgrounds with just that graffiti, I remember taking part in painting the playground on the housing estate I lived in back in 74-76 all of the children on the estate had a blast that summer, every inch of the playground was painted, it was the first time in years the playground was finally fully used.
For years artwork popped up all over the UK changing the face of the suburbs. Each year the artwork was changed, freshened up made the playgrounds fun to be in, it also made the playgrounds safer due to there being more children playing.
Now 40 plus years later not all graffiti is artwork, people lost the reason the street art was started in the first place back in the 70’s, it was started to bring communities together but stuck-up fools who never grew up on housing estates never understood the reason behind the playground graffiti artwork. Those who never struggled for the little they had never really appreciated what they had in front of them, those of us who lived that life knew what it was all about.

"Genius lawyer"? I don't think so. It's criminal vandalism. Nobody gets to put their "art" on someone else's property and then charge them for it.
