15 - Gunhead
Gunhead is a pro hero who focuses on martial arts and runs a dojo-like agency. He has a ranged Quirk called Gatling, but rarely uses it. Ochaco Uraraka sought him out to learn close-quarters combat to improve his touch-only Quirk.
14- Toya Setsuno
Toya Setsuno is a tough fighter from the Shie Hassaikai crime family, but his Larceny Quirk is not effective against characters like Fumikage or Tenya Iida.
13- Rikido Sato
Rikido Sato is a melee powerhouse with the Sugar Rush Quirk, but his Sugar Rush ability is temporary. He is a gentle giant who prefers baking and peace over combat, and needs a different melee-oriented Quirk to shine.
12- Spinner
Spinner is a gecko-themed heteromorph with Quirk that shaped him into a person rather than a fighter. He faced discrimination and joined the Paranormal Liberation front to gain acceptance. Despite his strength, he does not owe it to his Quirk.
11- Magne
Magne was a brutal character in the League of Villains, known for her murderous nature. Her Quirk, Magnetism, could bring people of opposite sex together or repel same-sex people, but she rarely used it in the anime. Instead, she relied on her fists and killer instincts to get the job done.
10 - Fourth Kind
Fourth Kind is a suit-wearing pro hero who has four arms thanks to his Quirk. He has a hot temper and hit Eijiro and Tetsutetsu on the head with his fists, but his four-arms Quirk is not impressive against more substantial foes.
9- Tiger
Tiger is a powerful melee fighter from the Wild, Wild Pussycats pro team. His Pliabody Quirk allows him to bend and flex in odd ways, giving him an edge against other martial artists, but it is not substantial.
8 - Mirio Togata
Mirio Togata is UA's #1 student due to his ability to turn his Permeation Quirk into a weapon. Despite its drawbacks, Mirio was able to hone his body into a weapon that can make better use of Permeation.
7 - Mashirao Ojiro
Mashirao Ojiro is a physically strong student hero with an impressive Tail Quirk, but his lack of progress has made him unlikely to be a real star in the My Hero Academia anime.
6 - Eijiro Kirishima
Eijiro Kirishima is a class 1-A boy with the manly spirit and physical stamina to be a hero, but his Quirk holds him back. His Hardening Quirk makes him a decent melee fighter and a good human shield, but it is not enough for him to rival the likes of Itsuka Kendo, Izuku Midoriya, or Tenya Iida.
5- Gran Torino
Gran Torino's Quirk is mediocre compared to his pro hero peers, but his overall strength lies in his advanced techniques and hands-on creativity.
4 - Vlad King
Vlad King is a class 1-B's homeroom teacher with an excellent physique and Quirk. His Blood Control Quirk has its uses, but it's less than half of his combat power. His real strength is purely physical, with him being able to beat villains barehanded and restrain them until the police arrive.
3- Itsuka Kendo
Itsuka Kendo is class 1-B's representative and a well-balanced student hero. She is brave, mature, a skilled fighter, and a solid tactician. Her Quirk is Big Fist, which makes her hands much bigger, but it has little room for improvement. Itsuka's real strength is her leadership and inspiring charisma.
2- Stain
Stain's Bloodcurdle Quirk allows him to briefly paralyze someone if they ingest their blood, which is the basis of 90% of his combat effectiveness.
1- Kendo Rappa
Kendo Rappa is a powerful My Hero Academia villain with Strongarm Quirk, which allows him to deal rapid punches for a few seconds. Despite his powerful nature, the Quirk is still underwhelming for a strong villain.
