I'd say the US version of cellar implies the entrance is on the outside while a basement can be entered through the dwelling or from the outside.

I live in pittsburgh and can confirm that every house comes with a free pittsburgh potty. Even if the house didn't have one installed upon purchased, the next day one is installed by the Pittsburgh Potty Association.

Damn a Pittsburgh potty sounds amazing. Bathrooms are usually the smallest room in a home or apartment but imagine having a bathroom the size of the entire footprint of the building. Just imagine the echo!

In (North) American English a basement is just the underground floor and a cellar is usually a basement meant for keeping wine. The word cellar isn't commonly used. The term boiler room is also used in commercial or industrial buildings instead of basement (regardless if there is actually is a boiler)

In the US, Cellar is an underground room or rooms you access from a door outside... a Basement is underground room or rooms you access from within an above ground building.
