The Patcher Compiler Script is, funnily enough, a way for people to compile these tools on their system by themselves and compare the codebase to the Github Repo, while keeping it updated automatically, from what I can tell.
So it is essentially, this is a bit of a safeguard against paranoid Antiviruses that flag the DLLs as Virus, while also making sure you are getting the most direct version from the Author as possible, with no possible intervention of third parties. (Even though videogamemods is pretty safe to begin with)
So, yeah. If you aren't technically adept, you can skip this folder.
