If it’s colourful, then it means it doesn’t need to camouflage to hide, it has a défense mechanism. Both of those fish were probably venomous.

In general you shouldn’t “pet” any fish, but of course it’s great to observe and learn about them.
Many will have some protective mucous wiped off if human skin rubs their body, others may be venomous indeed. The second fish, a sea robin, will likely be too slick to catch up to but they have spines with venom that act as syringes when something attacks them, pressing down or biting their body.
Still great to see somebody interested in them- no scolding here- stay interested. Meanwhile, save the petting for smokin’ hot Brittany.

Yeah, just pick up random shells in the ocean. Things like cone snails probably won't hurt you
