This can be one of the reasons why you get the error, but there are so many other reasons why people are getting this error.. In our case with an external server it's actually one person for who it used to work, but now it doesn't even though the rest of us doesn't have a problem..

What the nonsense without starting any SQL Services nobody connect to SQL Instance. Explain if the services already running but still not able to connect -- then whats the scenario ????
