I think they omitted Busquets because a substantial part of his game was defensive competence, and maybe this overshadowed his passing and ability to control tempo etc. That said I wouldn't call Xavi a regista, he simply didnt play deep enough to me.

A regista is very similar to a center in netball. Moving all around the pitch/court (idk what it’s called in netball) and pretty much help the team both attackingly and defensively.
