For example, you are GS 9 in one agency for a few months, then you receive a higher-grade job from another agency. Can you accept it?

My federal posting job I got referred, but at the bottom of the email says if you did not get referred apply to the other posting dates for that job. So do I expect that the interviews will start after ALL the posting dates are done?
