I remember being in Singapore and there were empty roads left and right intentionally forbidden to turn into (that would have got you quickly to your destination) which funnelled everyone down one main road, through several ERP checkpoints. If you made a wrong turn at the end, it would force you to loop back around into that one way system and charge you again moments later for making a mistake.

Yes there were ways to route long journeys and avoid ERP but in some parts of the city they clearly exploited people who used cars with this routing trick.
