I think you're right that the floor level steadicam gives us an introduction to the hotel as a character, but I feel like it was in order to view it from Danny's POV, in order to make it appear more imposing. The hotel is not really imposing, to the average adult. In order to convince the audience of it's "power" he has to reduce us to infants. I say that, and it sounds deceptive, but I think most of Kubrick's work is him using the medium, to demonstrate it's influential powers to his audience. He understands, or believes, that ghosts are the inventions of our imaginatons, and demonstrates how easy it is to exploit them. He's laughing at the audience, in a way. The author, in Kubrick's film, gets rich and successful by exploiting the irrationality of people.
