Document say 25 lakh per MW was paid; which is 7-8% of project cost and PPA were done at 20-25% higher cost than market rates. 25 lakhs X 7000 MW = 1750 crores. These figures match. Indians understand no officer or politician will sign deal without taking bribe in advance. Officer can get transferred and politician may not get reelected and hence they want everything in advance.

This is very normal for our country from the lowest to the highest. Even to get a simple job, companies, factories, institutions take 'deposit from victim' before giving anyone a job. Contracts, procurement, housing, plots, even applications documents by notary or agencies departments, get issued when 'deposit' is paid. Big fish small fish even just born fish all are hooked to this bait.
If anyone is "Not Guilty" they will scream the house down, file a counter suit, get on top of medis...!! Seems 'daal meh kalla ho sakta par jab hamare na kuch karre sirf media chil lai, toh begane kya kar sakte !!
