Guess this is how Giovanni got his start. (Seriously! Romano Orzari, the guy who provides the voice and mo-cap for Garrett also does Giovanni Auditore the father of Ezio Auditore da Firenze from Assassin's Creed!)

I am of the opinion that the studio went for the right idea of you behing a bystander of the event that were transpiring in the city, BUT they made a fatal mistake in the execution of that ideal and it is fealt trough ou the game, it is also were this newer version of thief falter compare to the old. (again it is just my personal opinion)
