They are nerfing and buffing champions based on the release of ambessa and the new skins.

They are nerfing champions capable of fighting ambessa like Illaoi and Poppy.

They are buffing champions so they are picked more making people pick counter picks, varus and vayne top lane countered by pantheon, velkos mid countered by pantheon.

Riot devs struggle to get above Gold, of course they're bad, who else is bad? Ranged players who can't win lane unless it's with a range advantage, it makes sense they play ranged toplaners. Yes I have a tinfoil hat on and no proof of any I just said (exceot Rioters being bad, that's true, that's why most of them play enchanter supports xd)

they want to keep the game fresh and balanced like they stated many years ago because they cant properly balance a game with this many champions they change the "flavor" of each season around to have different "metas" so one season adc's are god tier then they get nerfed now they release heartsteel and tanks are busted then they nerf heartsteel and so on and so forth

when they first nerfed Varus ap i thought they were over, but apparently then they had like 3 buffs that directly also buffed the ap build, idk what they are balancing anymore

Vayne buff was because of Bork nerf this patch. Vayne didn't have a good win rate before ther nerf to bork and lost another percent after the nerf. So they are giving her some power back.
Varus probably for a similar reason, since his on-hit build wasn't the strongest anyway.

I think they are buffing Varus and Vayne to give them a little bit amount of chance which wont matter when the enemy picks ambessa
