If Russia is out of ballistic missiles then the UN Security Council needs to have a meeting IMMEDIATELY to plan a course of action to account for the THOUSANDS of nuclear ballistic missiles that were very recently verified and inspected.

Russia is not even close to running out of ballistic missiles, not even the conventional variety. They may have challenges getting the specific version where they want it when they want, but they are not going to exhaust supplies of things that go boom.

Just for the record, the US also has a vast inventory of multi purpose boom boom devices.

Russia has used over 5, 000 long range missiles and drones during 2022.
As early as March 2022 Western Media was reporting that Russia was "running out of missiles".
Kalibr Cruise Missiles are being manufactured at a rate of around 40 per month and the production rate is increasing.
There remains large stocks of Iskander missiles and production rates are being ramped up. Russia is producing the Geran 2 drone (based on Iranian Shaheed 136) domestically in large numbers.
There is no evidence of any Russian Missile Shortage.
