I wish dispatch would ask "Which crime would you like to report?" and when the caller would start whining about things that aren't crimes "He's recording me from the sidewalk/he was swearing/I feel uncomfortable etc" the dispatch would go "That's not crimes. Please don't call this number for non-crimes".

The dispatcher should tell cop-callers that "What he's doing is a Constitutionally protected activity. Please do not bother him, even if you are uncomfortable."

I think the main issue is that the police probably never even tell the citizens that what you are doing is legal. They just say “he’s looking for a reaction just ignore him” as opposed to just educating the public which equates to “we’re letting him film” as opposed to “he can legally film”. If I were a cop I’d start getting pissed off with the citizens and tell them to quit calling us with this bullshit. He can film.
