First thing to note: Women not driving in Saudi is not Islamic but local Saudi tradition. People can't afford cars in some countries & someone is worried about women in Saudi not driving? A car that costs $10, 000 in Europe or the US is sold for over $20, 000-tell me who's wealthier, a European/American or an African who buys the same car at double the price? Buy cars for Muslim women in Africa, Asia, ME(except Saudi) & let's see whether they'll drive or not!
