My guess is based on practicalities. China will go the quick low risk route and modify a J20 for the bomber role (and stand off missile truck role). It will not engage in close air combat (it will suppliment fighters by firing volleys of long range missiles while hiding 200 km away). The bomber role will be foremost about launching a YJ21 hypersonic antiship missile, with a secondary mission of launching PL17 missiles at aircraft that thought they were in safe air territory. It may be designed as unmanned or else minimized cockpit/canopy for improved air drag to compensate for the heavier aircraft. It may be designed to be accompanied by a j20 (2 seater if it’s a drone, 1 seater if it has a pilot). This eliminates more weight, more systems, more costs and frees up more volume for the payload.

Engines is where China lagged. Today, it competes with its own engines with the best in the world. Along with long range air to air missiles, dog fights are a thing of the past. The ability to detect stealth aircraft and shooting them down at long range is the key to future air combat.

China has just developed a mach 16 hypersonic jet engine, it remains to be seen how this engine figures in the future of Chinese fighters and bombers.
