Okay so the Executive Branch is the Federal Government. And the geographical location of the Federal Government is Washington, Disctrict of Columbia which, is a piece of land formed by the States of Maryland and Virgina.

So, Washington DC is the location of the Federal Government and -effectively- our Nation's capital. And because the land it sits on was formed by two pieces of land from Maryland and Virginia, it is not part of any State and therefore cannot vote in the Senate.
