Hmm... she had admitted that she had seen him purchase a phone from the store then proceeded to accuse him of loitering in the parking lot then trying to identify them because she thinks the store had banned them after they had sold him the phone or the store had broken their policy by selling their phones to a person who was banned and trespassed...

The courts have continually ruled that an officer cannot place themselves in danger and then blame the person who caused them injury. For many years cops were throwing themselves in front of moving cars and then shooting the car dozens of times under the claim that people were using their vehicle as a weapon. Except that there was no danger to the officer until the officer put themselves in danger and so the courts have slapped that down repeatedly. So if this lady officer is putting her foot in front of this dude's tire it would be entirely on her if the dude ran over her foot because she's the one putting herself in that danger on purpose.
