He has Gate of Babylon, an ability which basically gives him access to an infinite arsenal of conceptual hax weaponry and items. If we use just what's been shown in the nasuverse so far as reference for what it contains, he possesses weapons like Gae Bolg or the original Gungir that can re-write fate and instantly kill opponents, vehicles that can easily outpace the speed of light such as Vishnu or his ship of light and so on. Detailing everything that he has with just this ability alone would take a long time so I'll just curtail this segment with this; anything you can think of, he has it.

He has Shaq Naqba Imuru, an ability which grants him complete omniscience it isn't being suppressed. I shouldn't have to explain this but in a fight, this gives him a huge advantage as he'd instantly know all your capabilities, weaknesses, and vulnerabilities with just a single glance and he'd know exactly what he needs to do in order to defeat you.

His two favorite weapons, Enkidu and Ea, are both extremely powerful and would instantly end this battle if they were used since the first binds anything that screams of the divine indiscriminately and the latter acts as a means of absolute destruction, no matter the target it's pointed against. Ea has displayed this power at the multi-versal scale in Fate Extra CCC and its been shown in Fate Hollow Ataraxia that it's capable of destroying platonic concepts such as 'existence.' Enkidu's chains have been shown to bind those with EX-rank strength as shown in Fate Grand Order, only being shown to crumble once both the user was gone and their concept were overwritten by a reality-warping skill.

Gilgamesh himself is quite the powerhouse. Even before he gained his power of the beginning, he wasn't fazed at all by threats of the universe being destroyed and he was ready to shoot down BB — an easily multi-versal character — and be done with it WHILE HE WAS IN A COMA. What was the equivalent of just his survival instinct was capable of killing her. Once he gains his power of the beginning, he becomes nigh-unbeatable and this isn't an exaggeration. He literally one-shots all the bosses in the game and leaves the moon-cell with Hakuno once she's declared for termination and flies away to some distant galaxy. This feat is equivalent to Steve from MC leaving your computer, bringing his dog with him, and flying off to Alpha Centari. His stats are described as being on a level beyond EX rank basically meaning they are whatever he wants them to be. I have no doubt that if it came down to it (which it likely won't), he'd absolutely no sell Tree and Seed since the laws of reality truly hold no weight on him or his fate.

The Gate of Babylon is a boundary between the physical and the metaphysical. In order to use the Gate of Babylon: you have to have authority over it. Since it was Gilgamesh who built it: he has absolute authority over it. Allowing him to get out of it and to integrate everything.

Authority is not an element of character but an element of structure and is not an ability. It is rather an access: a key.
The only "ability" that could be copied is Gilgamesh's ability to create portals that break through physical logic and allow instantaneous transport of an object to another space. Let's say Garou can copy this: he can just teleport with it or create wormholes.

He can't copy Ea. She's uncopyable, as you saw in Fate. It is a divine construct that was present before concepts existed, in a complex space called pre-genesis.
Even the gods cannot interact with it (since Ea is a god himself).

Cosmic Garou gets his power from a god, he can't use the anti-divine Chain of Heaven.

And then overall in one Enuma Elish Gilgamesh pulverizes the universe of One Punch Man.

First - Cosmic Fear Garou can copy some abilities and fighting styles, but he'll NEVER use it as good as or better as the original user, we can see that by his fight against saitama. Like, it's so funny how you guys just ignore some OBVIOUS stuff lol

Second - Copy the enemies habilties and fighting styles won't make garou stronger, he'll just have his enemies habilities but keeping the same power level, when compared to Gilgamesh's power level and feats, there's an ABYSS of difference between them.
