Leon Goretzka was never any good. It's better that he is not in the squad. Hummels would not have been a good fit with the other defenders. One problem is that Jonathan Tah is used to playing a back three at Leverkusen and not a back four.
The other big issue is Neuer. I don't know what Ter Stegen has done to Nagelsmann that he still cannot play.
