I know very little about commercial ocean fishing, that said, the buoys, floats, nets, ropes, fish trap pieces etc. I can understand coming adrift as part of the wear, tear, rough and tumble of ocean fishing, but, the fish boxes don't make a lot of sense to me.

What part of the process has them at hazard of ending up overboard?
