for desktop - the pencil tool you're looking for is on the background image, not by the artist picture...

Video should be updated:
For desktop: press the pencil icon on the right for changing the profile header image.
In the next screen the 'avatar image' can be changed below the header image.

Short answer is: It's not available anymore!
So you can wait 10 years and still your artist image wont show up because Spotify made it unavailable.
That goes for EVERYONE!
I hope they bring back this feature.

@Spotify for Artist: Could you perhaps share some extended guidelines. Artist images are being cropped differently depending on the platform Spotify is being used (phone vs. tablet vs. desktop). It would be great to check beforehand how the image comes out depending on the platform Spotify is being used. Could you perhaps add a tool to Spotify for Artists? Checking it manually is tedious due to the up to 72h lag time until a new image is being published.

How do you set a long, rectangular image? I’ve seen profiles where you can pull the border down, revealing more of the image but on mine it’s only a cropped square. I’d love to use this effect so you can see some more of the photo length wise.

the pc background is working but on phone there is no option to change the background photo when u click onto artist profile

I see no pencil icon. I've tried everything and yet my profile image is incorrect with no way of editing using my "spotify for Artist" account. I've tried contacting support but I feel like a dog chasing its tail only to run into sh*t. Because of this I have not been able to share my music using spotify because the artist on my profile is incorrect which is extremely unprofessional. I am furious that I have not been able to resolve this problem with the advice given by spotify
