Senate Passes State Governor Finance Bill with Provision Ending Emergency Powers

On a vote of 40-26, the Senate sent the omnibus state government, military affairs and elections budget bill to the House with a newly attached amendment that would end the Governor’s peacetime emergency authority July 1, the date of the bill's enactment. The amendment to end the Governor’s executive power was offered by Senate Majority Leader Paul Gazelka who said, “This is a legislative prerogative.” The amendment also rescinds the orders that increased penalties on businesses who violated the executive orders by remaining open during the pandemic.

Senate DFL members spoke against the change, citing Governor Walz's intention to extend the powers in coming months to avoid the loss of $45 million per month in Supplemental Nutrition Assistance Program (SNAP) federal funds. In a statement, Senate Minority Leader Susan Kent said the changes were not part of an agreement with House leaders and the Governor,...and recklessly leaves $90 million on the table in SNAP funding for those families who are food insecure."

The bill eliminates Daylight Saving Time if the federal government makes changes to allow it; creates a legislative commission on cybersecurity, ensures the physical security of elections equipment and electronic recording of absentee ballot drop boxes; and institutes Pharmacy Benefit Manager Reverse Auction of Drug Benefits to decrease state employee pharmaceutical benefit costs.

In regards to veterans, the bill helps fund veterans' homes in Montevideo, Bemidji and Preston. It further provides support for suicide prevention and crisis management. It also allows for alternative sentencing options for veterans who have committed criminal offenses by requiring treatment for substance abuse and therapy.
