After 1.69 release, when typing exclamation and pressing enter, it does not display the HTML boilerplate code. This video contains instructions to overcome the issue when Emmet is not working after Jun 2022 release of Visual Studio Code.

This issue is now fixed in the new release 1.69.2 of Visual Studio Code. Once upgraded to this version, one can use Emmet abbreviation without having the need to press Ctrl+Space shortcut key.
