I always assumed kind of a middle ground. They arent responsible for ones ability to use the force, but rather act as amplifiers. They can enhance your ability to use the force, but arent solely the reason you are or are not adept at its use.

Plagueis plan to dominate the Midi-Chlorians causes them to turn against him. This cause them to have the force to conceived Anakin in order to have him destroy the Sith before they succeed in controlling the force. This explains Anakin is the son of the force.
