Good job for the special cards overview! One thing to mention though, you cannot make a pair using the one (mah jong). You mention later in the video that the Phoenix can copy a card from 2 to Ace when played in a combination, and that is correct. Also when leading with the Phoenix it's value is 1.5

I think the only thing that seemed off in these instructions was that you passed the dog and then showed it goes to the player to the left of your partners side. I believe in China, and a few other cultures like Scandinavian, they always play counter clockwise, so the game always plays to the right.

Either way you play, passing the dog to a partner who is already “gone out” from the game would always pass to their right, always skipping the opponent on you right.

at about 3:07 - if you partner had any BOMB with an 8 in it, they would be forced to play on top of the 9. Same for the next player if you partner played a 10 or higher.

i don’t understand the phoenix as 1/2 point. if last card played is queen, only a king or ace can be played. same if phoenix played, queen1/2, still can only lay same two cards. what’s the 1/2 point add as an advantage?
