That is the Triple Aught Design "Mean Skull Empire" patch. :) When they released it, I pointed out on their FB page that it was a variation of the Terran Empire symbol from the Mirror Universe episode of Star Trek: TOS. The next thing I knew, I had a shipping notice for $0.00! TAD rocks in my book!
