Sometimes depending on the type of star nut (usually a type of expansion unit) you have especially with carbon fibre steerers. These become loose within the steerer. Remove clean out if necessary and re install the stem. This usually works. Another issue is bad compatibility with the bearings. Might be original to the bike but don't always count on the precision being bang on.

Soo mine started doing this after I upgraded to a nicer looking stem. My wont stop wobbling for nothing. I took it to bike shop they told me I needed new bearings, I paid for new bearings its still doing it, I took it to another bike shop n they told me - I needed all new bearings and everything. Then I told them I just had new bearings put in, then they switched up and tried to say my headset was out of spec or some shit and told me good MtBs start at $1500. Btw my bike was brand new $900 GT Expert out the box. Moral of the story: youtube is much better than any local bike shop when it comes to info because the shops lie to you and take your money.
