I think the incandescent yellow light bulb mix with the blue and makes it very green when it's on.
If the glass was green the light would be kinda yellow.
This is a very random guess, I don't even know what I'm talking about.

Traffic signal technician here, I’d be happy to answer any questions you may still have. As far as the green light is concerned, yes the lenses is blue, and as others have guessed, it is because the light bulb puts off a yellowish light. It has nothing to do with colorblind, the order of the colors is standardized for that.

The inside of an LED traffic light is pretty similar. The LED combines the lens, reflector, bulb and socket into one piece. The lens on a green led is actually green though, since the LED put out the pure color.

Another question I get frequently is about the arrows, on this style light the lens would be painted to only allow the arrow to show. On LED lights the LEDs are simply arranged in an arrow and the lens will look the same as the solid round light.

The Green light looked blue because when a light bulb is on, it emits a yellowish light. So when the light is on, it appears green.
